The Reuters piece in that last link refers to an interview with Der Speigel Their article (not the full interview) is available here in English. The last paragraph of it bears noting:

[Maliki] also bemoaned the fact that Baghdad has little control over the US troops in Iraq. “It is a fundamental problem for us that it should not be possible, in my country, to prosecute offences or crimes committed by US soldiers against our population,” Maliki said.

It’s a fundamental problem for us as well, as your own very nice last paragraph makes clear.
