I took it to mean Migs, spy planes, missiles, or something sneaky with the Russian military. I didn’t think she was talking about standard US/Russia flight paths. With sentences so butchered, one can’t really tell what she meant to say.

Clear and concise are two things Palin is not.

I took it as ICBM, myself - the idea of Putin personally taking a flight never occurred to me.
