		<description>&lt;p&gt;Kind of makes a person wonder what would have happened had W decided to pump his economic stimulus money into public works projects at the state level last year instead of sending everybody those $600 checks. It wouldn’t have had much impact on the loan crisis, but maybe it would have somehow ameliorated the commercial paper credit crunch. Or not. At least we might have gotten some safer bridges and roads and maybe some new mass transit lines and equipment.&lt;/p&gt;</description>
