Yesterday I noted that some intelligence officials have legal concerns about being held to the Army Field Manual when they conduct interrogations. But a group of retired flag officers who met with President-elect Obama appear to have a fairly simple solution for how to conduct interrogations within the boundaries of the Geneva Conventions and accepted best-practices in eliciting information. From The Washington Post:
[Ret. Rear Adm. John] Hutson said the new administration should stick to what he called the "golden rule": "What would we want the enemy to inflict on us or not inflict on us?" Any deviation from norms such as the Geneva Conventions, he said, undermines the ability of the United States to insist on the proper treatment of any captured American soldiers and damages the standing of the United States around the world.
Hard to argue with that. And why would you want to?

Easy to argue with it
these are not uniformed soldiers that play by the Geneva convention
These are terrorists that play by the “terrorist” convention
Similar to spy’s, That are summarily shot or hung during war. When the terrorists start playing by the rules of war, then we can treat them like soldiers.
That is why the CIA and the military should have different interrogation handbooks. Let the CIA handle non-uniformed combatants and the Military handle the Uniformed Combatants.
