He promised to do so on the campaign trail, and now he’s done it: President Barack Obama has approved a troop increase to Afghanistan. His just-released statement is below. Notice that the forces approved appears to be less than the 20,000-30,000 troops that Gen. David McKiernan, commander of U.S. and NATO troops in Afghanistan, has asked for. Also notice that Obama says that the troop increase does not "pre-determine" his ongoing strategy review.
There is no more solemn duty as President than the decision to deploy our armed forces into harm’s way. I do it today mindful that the situation in Afghanistan and Pakistan demands urgent attention and swift action. The Taliban is resurgent in Afghanistan, and al Qaeda supports the insurgency and threatens America from its safe-haven along the Pakistani border.
To meet urgent security needs, I approved a request from Secretary Gates to deploy a Marine Expeditionary Brigade later this spring and an Army Stryker Brigade and the enabling forces necessary to support them later this summer. This increase has been requested by General McKiernan and supported by Secretary Gates, the Joint Chiefs and the Commander of Central Command. General McKiernan’s request for these troops is months old, and the fact that we are going to responsibly drawdown our forces in Iraq allows us the flexibility to increase our presence in Afghanistan.
This reinforcement will contribute to the security of the Afghan people and to stability in Afghanistan. I recognize the extraordinary strain that this deployment places on our troops and military families. I honor their service, and will give them the support they need.
This increase is necessary to stabilize a deteriorating situation in Afghanistan, which has not received the strategic attention, direction and resources it urgently requires. That is why I ordered a review of our policy upon taking office, so we have a comprehensive strategy and the necessary resources to meet clear and achievable objectives in Afghanistan and the region. This troop increase does not pre-determine the outcome of that strategic review. Instead, it will further enable our team to put together a comprehensive strategy that will employ all elements of our national power to fulfill achievable goals in Afghanistan. As we develop our new strategic goals, we will do so in concert with our friends and allies as together we seek the resources necessary to succeed. [My emphasis.]
I suppose that means that this is a force increase to answer McKiernan’s request of what he needs now — though it doesn’t appear to be all of what McKiernan wants — rather the resources required for the forthcoming change in strategy. Interestingly, Secretary Gates told the Senate Armed Services Committee that he would oppose any increase in forces beyond what McKiernan has already asked for. If that holds, this is probably the only plus-up that’s on the way. Update: As commenter Macacquerman just pointed out below, Gates could conceivably ask for the remainder of McKiernan’s request at a later point. I wrote fast on this one and outpaced basic logic. But I read Gates’ comments at the SASC hearing as meaning that there wouldn’t be another round of troop requests after the Big Plus-Up Debate of 2009 — which, of course, he did not actually say. So: my fault on this one.

One More Update: The Pentagon’s out with its own statement, and it clarifies the troop level picture. We’re talking 12,000 combat soldiers and marines, plus another 5,000 support troops, for a plus-up of 17,000 by the summer.
Absolute Total Final Update, I Promise: Maybe that troop total should include the additional troops marked last year for deployment, which gets us pretty close to McKiernan’s range.

I’m kind of slow to understand, if McKiernan asked for 20-30k, and is getting 10, how Gates’ statement would preclude a further increase.

Yeah, I guess Gates could ask for the remainder in an additional round of increases. This is the sort of thing that you write when you get the statement at 4:44 p.m. and have to do a phone interview on a different-but-related-subject by 5.
Separate from the issue of the overall wisdom of an increase, and aside from the obvious need for tactical surprise, is there anything the 10,000 can contribute to stability?
Mayhaps we should send copies of Beyond the Khyber Pass to the administration and CENTCOM.

I am at least glad to see the importance Obama is placing on “a comprehensive strategy and the necessary resources to meet clear and achievable objectives in Afghanistan and the region.” Rachel Maddow was arguing this point before Obama publicly announced the review, although his statement does claim “That is why I ordered a review of our policy upon taking office.” Rachel was right to ask the question that no one else in the MSM was asking.

This means not just military force, but diplomatic and other resources, which is exactly right. Good on ya, Obama!

While I am not infavor of more troops I am hoping that this will reduce the use of drones on civilian populations.
He’s the commander and chief. What does he expect a general to ask for? Obviously more soldiers, and toys to do his war. That’s his biz.
Bad model. I’d say make them justify the whole war thingy in terms of threat to this country. If generals can’t, then draw down and leave them to sort out their own problems.
what “achievable goals” are those? will they make us or the afghani people safer? how much will it cost? is it worth it?

Wishful thinking. The military will rationalize the use of drones as a means of saving American lives. The best way to save American lives is not put them in harm’s way on misguided adventures. Now we’re back to counting KIA from another shithole.

This is why we want to see where they go and what Gen. McKiernan wants them to do. It’s hard to answer that generically. And that’s leaving aside the broader question of the strategy shift.
Attacks on convoys has already shown that just sporadic attacks can disrupt resupply. Even if the military did a mini Berlin Airlift type op they still have to drive on the roads to distribute all that shit.

Now that the Pakistanis have authorized Sharia Law in the Swat area they have created a safe haven for the Taliban and their al Qaeda friends. The Afghanistan war is hopeless. Taliban and al Qaeda training camps must be dealt with in a different fashion than washed away with the blood of America’s youth.

Yep, just like Nam. We control the roads during the day, they control ‘em at night. Not a lot of good roads for continuous heavy truck traffic. If the Afghans get serious about attacking the convoys it won’t be bones bleaching on the Afghan plains, it’ll be vehicle skeletons.

and i don’t get why firedoglake front pagers are posting on ‘oxdown’ when they have a forum as front pagers on firedoglake…it chases the ‘others’ off of the menu too quickly, front pagers already have a ‘voice’ and a place to post it, everyone else is using oxdown as their opportunity to be heard. people spend time making a post and it gets bumped before anyone has a chance to read it because front pagers are also posting there, i don’t get it, they already have a forum….i’d think that one over again. it’s like having the coach play. or an essay contest where the teacher gets to enter. they already have a forum. if i was a front pager, i wouldn’t post on oxdown for that reason. seems a little greedy to me.
The light at the end of the tunnel is a freight train but given the fact that the U.S. spends more money on “defense” than the rest of the planet combined, the legions have to do something.
I realize I am awfully late to this discussion but I have a question about “remissioning”. If I understand this right then the troops we are sending to Afghanistan were originally scheduled to go to Iraq. So my question is this, if we were scheduled to send troops to Iraq does that mean we were also scheduled to bring some home, and if that is in fact the case then by “remissioning” these troops if we still bring the troops from Iraq home could that be seen as the start of our withdrawal? I realize I might be making an ass out of myself by asking this but I like to see the other side of a story.
there’s one huge problem with that report. parachinar has a very strong shia presence (over 50%), and there is much hostility between shias and the wahabi taliban.

Unless drones start crashing into kiddy soccer matches at a rate of one a month, they’re here to stay. Whatever you think, they’ve been awesome performers for the military.
They also fulfill a niche in the role of remote, low risk assassination that is unique to the FATA problem and one that doesn’t really have any alternatives.
