&lt;p&gt;It depends, don’t it? It’s a continuance of the surge: the troops are pulling back in areas that they are still in. That should reduce the number of attacks on them even further. The only question is if the attacks on the Iraqis will stay stable/fall. Even if those attacks increase tho, no one in the US may care, unless something awesome happens like the entire government being overthrown and replaced by Al-queda members.&lt;/p&gt;
&lt;p&gt;The basic issue is this: can the American troops be withdrawn in spite of whatever happens in Iraq? I think they can, actually. Withdrawal will not mean stability in Iraq, so the plan may be optimistic there, but then, in actual practice, the surge was an excuse to withdraw from areas we didn’t want to mess with, which are governed by people not approved by us.&lt;/p&gt;
