ISF is riven by sectarianism, and also by corruption/incompetence (witness today's arrests of ~60 officers and police). Maliki <a href="http://lynch.foreignpolicy.com/posts/2009/09/01/the_syrian_iraqi_spat" rel="nofollow">has a vested interest</a> in (publicly) minimizing those problems.
