According to the Post, now he wants a “grand bargain” over terrorism detentions — which is to say, allowing them fewer procedural and substantive rights to contest their detentions and plead their cases — with the White House in order to move Guantanamo detainees to Thomson Corrections Center. “It appears unlikely that Graham would settle for the narrower deal,” quoth the Post, referring to Graham’s old hobbyhorse of keeping Khalid Shaikh Mohammed out of civilian court.
