The Senate managed to schedule them on a rare day I’ll working from the New York offices of Wired… Ah, I give thanks to the miracle of the internet for my coverage.
Now, sure, we’ll get hearing questions like, “Is Afghanistan half as hard as you are awesome?” But I’m hoping the Senate Armed Services Committee can solicit Petraeus’s views on some of the questions listed in this piece. Obviously it’s important to get additional clarity on his perspective on July 2011, but I would guess he said what he wanted to say about the date-to-begin-a-conditions-based-transition-to-Afghan-security-responsibility-and-commensurate-slow-troop-reductions-while-assuring-the-Afghans-we-want-a-long-term-relationship-and-the-Pakistanis-too-by-the-way at his Senate hearing last week. But it’s also important to hear what he thinks about the rules of engagement, JSOC, detention operations and the Parwan transfer (and exceptions to it?), Kandahar and especially the relative importance of RC-South/east and RC-East. New boss Noah had a great post yesterday on the differences between Petraeus-style COIN and McChrystal-style COIN, so it’ll be illuminating to see Petraeus address the similarities and discontinuities in his approach relative to his friend and predecessor’s.

When Gen Petraus was commander in Iraq he issued a letter denouncing torture. What will Gen Petraeus’s appointment to Afghanistan mean for the torture being undertaken by the DIA and others at the black site at Bagram ? It would seem that torturing the same people you wish to protect is counterproductive to the COIN mission .
Sorry in advance if this is a stupid question… why does he need to be confirmed at all?

Maybe because Sen Levin could ask Gen Petreus the question concerning the abolishment of the ongoing torture at Bagram . Maybe we might win more hearts and minds if we were not still runnning by all reports – a torture prison in Afghanistan just as bad as Abu Gharib . Anytime you torture a relative it just invites their family members to become insurgents.( Hells Bells the Brit did torture our farmers in our War for Independence – and got Francis Marion for their troubles . )
I mean more in a procedural sense. “Head of Afghan War Effort” isn’t the same as judgeships, ambassadorships, heck, even CENTCOM-ships… is it?
I think the appointment is because Congress controls the number of general/flag officers through appointments. If there isn’t a formal slot for a four-star, then technically, he/she isn’t eligible to retain that rank on active duty status. I think even retiring at four-star (or whatever general officer rank) requires congressional approval. It’s Congress’s way of asserting “civilian control” of the military in accordance with its constitutional duties.
